AI Strategy Council unveils 3-pillar action plan for global leadership

Presidential Council on National Artificial Intelligence (AI) Strategy unveiled a three-pillar action plan, Monday, to fast-track the country’s rise as a global AI powerhouse, focusing on building an innovation ecosystem, driving nationwide AI transformation and contributing to a global AI society.

The council announced the road map during a press event at its office in central Seoul to celebrate the 100th day since its launch in September.

“Since the deep learning breakthrough in 2012, Korea’s limited early investment has resulted in significant technological debt. The nation must now replace outdated systems and infrastructure while overhauling legal frameworks,” the council’s Vice Chair Im Moon-young said.

“Accelerated efforts are needed in core technology development, AI semiconductors, data centers, regulatory reform, industrial support and education system innovation to nurture AI talent and advance an AI‑based society.”

He explained that the action outlines step‑by‑step tasks for each ministry to conduct to prepare for the AI-driven transformation, with a total of 98 tasks and 300 guidances to position Korea’s physical AI as the global leader by 2030.

The first pillar focuses on creating a world-class AI innovation ecosystem by expanding access to cutting-edge AI infrastructure, supporting leading research centers and startups and securing top-tier professionals.

With a goal to make Korea the world’s top AI‑driven manufacturer by 2030, the second pillar accelerates AI transformation across key industrial, cultural and defense sectors, promoting full‑stack AI exports and creating collaborative human‑AI defense systems.

The third pillar focuses on shaping a global AI basic society by advancing policies in labor, welfare, education and health care, while strengthening the country’s leadership in international AI standards and governance.

To support these goals, the government will establish an integrated AI and data governance framework and build a fully equipped AI highway spanning computing power, data and security. This includes large-scale graphics processing unit (GPU) and high-bandwidth memory infrastructure, trusted data platforms and robust cybersecurity, enabling domestic firms and researchers to train and deploy state-of-the-art models at scale.

The council plans to post the draft of the action plan on its website for 20 days from Tuesday through Jan. 4, 2026, to gather public feedback. It will also collect opinions from academia, industry, research institutions, the public and other key organizations to refine the plan and finalize it at its second general meeting.

“The current draft is not yet final and will be revised and supplemented based on feedback from various sectors before the official announcement,” Im said.

“The policy’s focus may shift over time, and since the AI era is an uncharted path, it will require flexible responses to ongoing changes in technology, industry and the economic environment.”
