
NAWCAD – The Naval Air Warfare Center Aircraft Division, Business & Financial Operations Department is hiring Financial Management Analyst Entry and Journey Level Financial Management Analysts at the GS-07 through GS-13 level for Business and Financial Management (BFM) positions located in Patuxent River, MD, St. Inigoes, MD and Arlington, VA.
The Business & Financial Operations Department provides full spectrum business and financial management support to NAVAIR Programs and Mission Areas, enabling successful execution of acquisition strategies and business operations. Our BFM Teams apply budgeting, financial management and accounting skills and abilities to execute, defend and manage financial operations in a proper, effective and fiscally responsible manner. Additionally, we develop, analyze and advise on business and financial plans and strategies to assist leadership in making informed business and financial decisions.
Job Summary:
The selectees will serve as Financial Management Analysts within the NAWCAD Business & Financial Operations Department supporting a major NAWCAD Mission Area or NAVAIR Program Office, and will be accountable for budget execution responsibilities and ensuring compliance with Congressional legislation and Office of Management and Budget (OMB) guidance. The analysts will make determinations and perform or advise in any of the phases or systems of budget and financial management.
Duties:
· Interpret congressional, agency, Office of Management and Budget (OMB) processes, procedures, and requirements to identify, justify and prepare budgets for the assigned Program or Mission Area
· Confirm the availability and sufficiency of funds, including period of performance and the “bonafide need” rule
· Assist and/or develop and defend workload estimates based on assigned customers’ financial requirements
· Utilize Navy Enterprise Resource Planning (NERP) business and financial system to extract, analyze and interpret business and financial reports and all data combined therein
· Develop project structures and contribute to customers’ resource planning
Requirements and Qualifications:

· These are Financial Management certified positions per the National Defense Authorization Act (NDAA) 2012, Section 1599d. The required certification level must be achieved within prescribed timelines. Certification requirements are outlined in the DoD Instruction 1300.26 available at
· Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
· These positions are covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and have been identified as Career Field – Business Financial Management. Required certification level must be met within the prescribed timeline.

GS-07: Your resume must also demonstrate that you have successfully completed one full year of graduate level education OR you have successfully completed a bachelor’s degree with superior academic achievement (above a 3.0 GPA) OR you have at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following: 1) Applying regulations, policies, and operating instructions applicable to financial management operations; 2) Compiling data for budget estimates; and 3) Utilizing a variety of office automation software (i.e., word processing, presentation, spreadsheet, graphics, and databases) to support financial management initiatives. GS-09: Your resume must also demonstrate that you have successfully completed a master’s or equivalent graduate degree OR have successfully completed two full years of progressively higher graduate level education leading to a master’s degree OR you have obtained an LL.B. or J.D. that is related to the position being filled OR you have at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following: 1) Applying regulations, policies, and operating instructions applicable to financial management systems operations; 2) Identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding; and 3) Utilizing a variety of office automation software (word processing, presentation, spreadsheet, graphics, databases) to support financial management initiatives. GS-11: Your resume must also demonstrate that you have successfully completed a Ph.D. or equivalent doctoral degree OR you have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR you have successfully completed an LL.M. degree that is related to the position being filled OR you have at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following: 1) Resolving financial discrepancies and recommending solutions to personnel; 2) Utilizing financial systems to verify and reconcile fiscal business; and 3) Interpreting financial regulations to communicate information to personnel. NOTE: This experience must be fully supported by the information in your resume; OR you have a combination of education and experience that equates to one year of experience.
GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following: 1) Drafting and formulating budgets, task plans, and budget execution plans; 2) Analyzing work throughout the budget cycle; and 3) Ensuring organizational financial practices are in compliance with financial management rules and regulations. GS-13 – Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Resolving financial management issues by determining alternate solutions to problems; 2) Interpreting budgetary guidance in order to communicate information to personnel; 3) Providing guidance to personnel on financial policies and procedures; and 4) Implementing financial policies and procedures in accordance with the organization’s plans and requirements.
